The Department of Early Learning (DEL) is committed to adopting rules – also known as Washington Administrative Code or WAC – in an open manner. We welcome your input. Please use this web site to find current draft and proposed DEL rules, and to give us your comments or suggestions. If no rules appear below, that means DEL does not have any draft or proposed rules available for comment at this time. Go to the Rules page to see other current DEL rules activity.

  • Preliminary Drafts are unofficial working draft rules that DEL is seeking informal review and comment on. Public input on these drafts helps DEL write the formal proposed rules. Although DEL isn’t required by law to post preliminary draft rules for public input, we offer these drafts to encourage public involvement in DEL rule changes.
  • Proposed Rules are rules that DEL has filed for legal publication in the State Register, and a formal public hearing and comment period have been scheduled to take input on the proposal. The requirements for proposed rules are in the Administrative Procedure Act, RCW 34.05.320 and 34.05.325.
